Pledge Launches to Fill Ocean Data Gaps and Strengthen Marine Protection Efforts in Brazil

Oslo/Rio De Janeiro, 10 December, 2025

OceanPact and HUB Ocean have formally launched a new pledge inviting ocean-related industries to help address critical ocean data gaps in Brazil and strengthen ongoing national marine protection efforts.

The pledge aims to enhance Brazil’s existing ocean data and scientific foundation, working alongside Brazilian agencies, research institutions, and scientific partners, while supporting national progress toward the global 30×30 biodiversity target, a global commitment to protect at least 30% of the world's land, freshwater, and ocean by 2030.

By joining the pledge, companies commit to identifying and responsibly sharing relevant data in line with FAIR principles (Findable, Accessible, Interoperable, Reusable).

The pledge seeks to pave the way for a significant increase in valuable data to strengthen knowledge in support of protecting and restoring Brazil’s ocean space. The announcement took place during COP30 in Belém, Brazil, at a roundtable that convened representatives from industry, science, policy, philanthropy, and technology.

Participants at the event where the pledge “Filling the Ocean Data Gaps” was launched. Data sharing partners are: OceanPact, SLB One Subsea, Equinox, Aker Solstad Offshore, AKOFS Offshore, TGS, and Mercuria. Collaborators are: Minderoo Foundation and Accenture.

Strengthening Ocean Knowledge

Industry often operates in parts of the ocean that scientific mapping efforts have not yet reached, holding operational data that rarely reaches scientists or decision-makers, especially from deeper waters and far-offshore areas where information is most scarce.

Sharing even a portion of this data can significantly strengthen the ocean knowledge base in any region and give institutions the insight they need to plan and protect more effectively.

Amandine Chevé, Blue Ventures Manager in Ocean Pact, announcing the pledge while Kimberly Mathisen, CEO of HUB Ocean listens in. November 18th, Belém, Brazil.

As one example, data shared by TGS increased available information on specific marine mammals for a section of Brazil’s ocean territory by 50%, and that is just one company. Today we have six companies making the Pledge to share important data. The ambition is to see a significant increase by this time next year.” said Kimberly Mathisen, CEO, HUB Ocean.

First Movers

The current data-sharing partners are: OceanPact, Solstad Offshore, TGS, Mercuria, SLB OneSubsea, Equinor, and AKOFS Offshore. In addition, Minderoo Foundation and Accenture Nordics are collaborators and supporters.

“The saying ‘What gets measured gets managed’ reminds us how central data is to smart, effective ocean decisions. At OceanPact, we collect and host an enormous volume of ocean data on behalf of our clients, which places us in a unique position to support and advocate for wider, responsible release and fair access to information.

This is the opportunity to fill key scientific gaps, supporting research and policy to protect and restore the ocean. Sharing this data openly also builds public trust, reduces risks, and encourages innovation and collaboration for healthier oceans and economic growth,” said Amandine Chevé, Blue Ventures Manager, OceanPact.

Join the Initiative

Organizations interested in joining the pledge will receive guidance on data mapping, governance, and responsible sharing practices. The coalition invites additional partners to help build a long-term, nationally scaled model for open ocean data collaboration.
